Counselor Elemary has extensive experience in work related to public and private international law, particularly in international commercial arbitration, international commercial law, and the laws of Arab states, including Egypt, Oman, and Qatar. He studied law on three different continents—Egypt, the United States, and Germany. He was sponsored as a fellow by the U.S. Agency for International Development (1997-1998) and the Friedrich Naumann Foundation/the German Ministry of Foreign Affairs (1998-2003).In recognition of his significant research and efforts on WTO law in general, and the WTO dispute resolution system in particular, he was generously sponsored by the WTO Secretariat to attend the annual WTO Public Symposium in Geneva on "Challenges Ahead on the Road to Cancun," from June 16-18, 2003. In 1998, he represented the Arab Republic of Egypt at the International Centre for Settlement of Investment Disputes (ICSID) in Washington, D.C., during the arbitration case Wena Hotels v. Egypt (Jurisdiction and Admissibility phase).Having served as an advisor at CRCICA and as in-house counsel for organizations such as Trowers & Hamlins, Salam International, and Giza Systems, he has acquired extensive knowledge of the laws of Egypt, Oman, and Qatar. He has lectured on international commercial arbitration, the WTO legal framework, the WTO dispute resolution system, and the administration of justice in Egypt (a program funded by USAID since 1997). Additionally, in collaboration with Dr. MIM Abou El Enein, then-director of the Cairo Regional Centre for International Commercial Arbitration (CRCICA), he produced a set of English and Arabic translations of the well-established principles in arbitral awards issued under the auspices of CRCICA and in accordance with its arbitration rules.Throughout his long and varied career, Mr. Elemary has provided advice on BOT/Concession agreements, public procurement law, and legal issues related to international commercial arbitration, compliance, international contracts, and claims arising from such agreements and WTO agreements, including the WTO dispute resolution system. He has also represented local and multinational clients on a variety of legal matters, including construction contracts, agency agreements, insurance, maritime transport, commercial disputes, and more. He played a key role as a team member in amending Egypt's Arbitration Law No. 27/94 and drafting Egypt's Public Procurement Law No. 89/1998.Mr. Elemary is fluent in Arabic, English, and German, with a working knowledge of French and Spanish.
